The existing Napa County Animal Shelter provides services for cats, dogs, and small animals, including licensing, adoptions, rehoming, veterinary services, and more. The Shelter must have vacant kennel space for incoming dogs, cats, and other animals that are required to intake. Since 2023 and based upon consultation with the shelter's veterinarian, best practice, and operations experience, the shelter has been considered "at critical capacity" a minimum of 67 to as many as 147 days of the year for dog services and between 143 days to 224 days of the year for cat services. An additional 1.5 full-time staff are also sought as part of the expansion, considering the average daily population of animals. The project to expand the Napa County Animal Shelter requires feasibility analysis related to potential budget limitations. Typical shelter operations are expected to continue throughout the life of the feasibility and then later design and construction project phases. The anticipated agreement award will be for the feasibility phase only; continued design services will be as future planning allows. A total phased or project budget has not been determined at this time.
