The Regional District of Okanagan-Similkameen is soliciting proposals for a comprehensive condition assessment of a 2100-meter raw water main that transports water from Okanagan Lake to the McKay Water Treatment Plant. The pipeline, constructed of either 600mm diameter PVC or ductile iron with cement mortar lining and polyethylene encasement, serves as the primary water supply conduit and requires detailed evaluation to identify developing defects, assess structural integrity, and estimate the timeline for potential rehabilitation before a failure occurs. The successful proponent must deliver a thorough analysis that pinpoints high-risk sections of the pipeline, provides actionable insights into the nature and progression of deterioration, and supports the development of a strategic remediation plan with cost projections to prevent system disruption. Proposals must be submitted by the deadline of June 5, 2026, through the RDOS Bonfire portal, with inquiries directed to Michael Ummenhofer, the designated Contracting Authority. The solicitation is issued under the tracking number BCRFP-RDOS-26-WATER_SERVICES-084 and is publicly listed on the Canada Buys platform. This assessment is critical for ensuring the long-term reliability of the regional water supply infrastructure, enabling proactive investment and avoiding costly emergency repairs. Qualified proponent teams are expected to demonstrate expertise in pipeline condition evaluation, non-destructive testing methods, and experience with similar large-scale water transmission systems.

Full Description

The Regional District of Okanagan-Similkameen (RDOS) is seeking proposals from qualified Proponents to complete an investigation and condition assessment of a major raw water main. The pipeline to be investigated is approximately 2100-meter length of 600mm diameter PVC (AWWA C905 PR165 DR25) or ductile iron (AWWA C151/A21.51 PC 200) c/w cement mortar lined (AWWA C104/A21.4) & polyethylene encased (AWWA C105/A21.5) spanning from the Okanagan Lake water intake to the McKay Water Treatment Plant. The raw watermain is the main feeder from the lake source to the water treatment plant. The successful proponent will need to conduct a condition assessment to identify any forming issues and gauge a potential timeline for rehabilitation before a catastrophic break occurs. This will enable the RDOS to identify areas of the pipeline where the risk of failure is unacceptably high, anticipate the remedial cost and establish a remediation plan. For full details regarding this opportunity, please visit the RDOS Bonfire portal rdos.bonfirehub.ca.
