Full Description

NASA/GSFC has a requirement to procure an inspirational video on innovation to promote the program goals and to be used in broad reaching events. NASA/GSFC intends to purchase this service from 522 Peoductions only. It is the only source capable of providing the services at the level of quality required because the services are unique or highly specialized and has an exclusive licensing agreement. Authority is FAR 13.106B(1) Only one source reasonably available. This Procurement will be processed using FAR Part 13 Simplified Acquisition Procedures. The Government intends to acquire a commercial item using FAR Part 12. This synopsis shall not be construed as a commitment by the Government, nor will the Government pay for the information solicited. Interested organiztions may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 26, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competitive basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. An Ombudsman has been appointed. See NASA Specific Note "B".
