NASA Kennedy Space Center is soliciting proposals for the Small Task Order Construction Contract II (STOCC II), a multiple-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a five-year ordering period from June 11, 2026, through June 10, 2031, and a maximum ceiling of $100 million. The contract is a total small business set-aside under FAR 19.5, reserved exclusively for small business concerns, including specific contract line items for 8(a) program participants. The evaluation will be conducted on a best-value basis, assessing Technical Approach for acceptable/unacceptable ratings under Program Management and Planning and Execution, and Past Performance for confidence levels based on recency, relevance, and quality of prior work. Contractor safety and compliance are critical, requiring adherence to detailed standards including OSHA, NFPA, ASHRAE, NASA safety programs, and specific requirements for recordable injury rates, EMR, and safety program documentation. All contractors must comply with Federal Acquisition Regulation clauses covering payment processes, labor rates, Buy American provisions, and electronic funds transfer mandates, and must utilize the NASA Shared Services Center for invoicing. The contract mandates use of NASA-KSC Master Specifications and UFGS guidelines, requires submission of a comprehensive Safety and Health Program, and imposes strict security protocols including ID verification for facility access and prohibition of certain telecommunications and surveillance equipment. Performance inspections occur at the work site by the Contracting Officer’s Representative, with final acceptance contingent upon punch list resolution, as-built documentation, clean-up, and demobilization.
