NASA Kennedy Space Center is soliciting proposals for the Small Task Order Construction Contract II (STOCC II), a multiple-award indefinite delivery/indefinite quantity (IDIQ) contract with a five-year ordering period from June 11, 2026, to June 10, 2031, and a maximum ceiling of $100 million. The contract is a total small business set-aside under FAR 19.5, with specific contract line items reserved for 8(a) certified firms, and is intended to support a wide range of construction activities including repairs, renovations, design-build projects, and emergency response work at Kennedy Space Center and Cape Canaveral Space Force Station. Task orders will range in value from under $25,000 up to $5 million, grouped into six CLINs based on dollar thresholds, with an estimated annual volume of task orders across fiscal years 2021 through 2025. Proposals must be submitted in three volumes—Administrative, Technical Approach, and Past Performance—each adhering to strict format and page limitations, with Volume II and III capped at 25 pages, and submitted exclusively via email in PDF format to specified NASA contacts by the deadline of March 9, 2026. Evaluation will be based on best value, considering the technical approach, past performance confidence, and price, with no lowest price technically acceptable (LPTA) designation. The technical scope requires strict compliance with NASA and federal standards, including UFGS and CSI MasterFormat, OSHA safety regulations, NFPA codes, and environmental requirements. Contractors must demonstrate past performance through detailed questionnaires and assessment tools, submit documented safety and health programs with OSHA TRIR, DART, and EMR data, and comply with security protocols including site access badges, personal identity verification, and restrictions on prohibited telecommunications and surveillance equipment. Administrative requirements mandate representation of small business status via Unique Entity ID and CAGE code, bonding capacity certification, and electronic invoice submission through the NASA Shared Services Center portal. Performance will be inspected and accepted at the work site by the Contracting Officer’s Representative, contingent upon punch-list completion, as-built drawings, warranties, and final documentation. The contract includes FAR clauses covering payment, disputes, differing site conditions, subcontracting limitations, Buy American requirements, and prompt payment incentives for small business subcontractors.
