The contract ensures the continued annual membership of the New York State Department of Public Service in the National Association of Regulatory Utility Commissioners (NARUC) from April 2025 to March 2026. This membership is essential for New York’s participation and influence in the national dialogue surrounding the regulation of utilities, including electric, gas, telecommunications, and water industries. NARUC serves as a unified voice for state public service commissions in federal matters and provides a platform for policy development, knowledge exchange, and advocacy. New York’s active role in NARUC positions the state to better safeguard its interests, especially as federal policy affecting utilities is shaped and debated, and helps counteract agendas that may conflict with New York’s regulatory goals. The contract specifies a 12-month term, affecting all counties within New York State, with services based in Albany. It sets a 30% participation goal for Minority and Women-Owned Business Enterprises (MWBE) but has no set-aside for Service-Disabled Veteran-Owned Businesses. The procurement falls within an estimated value range of $50,000 to $150,000, with responses due by October 8, 2025. Maintaining this membership is regarded as a core and ongoing cost, vital over the past 21 years, to ensure New York’s voice is consistently at the table when national utility policy frameworks are crafted. Without this engagement, New York risks its regulatory perspectives being overlooked in key national decisions.

Continued renewal of the Department's annual membership in the National Association of Regulatory Utility Commissioners (NARUC). This covers one year of membership – April 2025 – March 2026. Membership in NARUC is core to the Department's operations. It provides New York State with national standing and influence in shaping utility regulation agendas and issues that cut across all states. NARUC represents the interests of the states' public service commissions before all branches of the Federal government and serves as a forum for states to discuss and learn from each other’s experiences in utility regulation as well as formulate policies intended to strengthen utility regulation on behalf of the public. Given the great diversity of positions across the states - some of which are contrary to New York's goals - New York needs to be part of the discussions, or NARUC may lobby at cross purposes to vital State interests. The Department's NARUC representatives have high-visibility positions within the organization, which better advantages NYS when those policies are addressed at the Federal level. No other single organization or publication provides regulatory information, discussion forums, and opportunities to influence national debates that cover the electric, gas, telecommunications, and water industries besides NARUC. Failure to approve this request would result in New York's position not being presented or even represented for consideration when NARUC develops national policies affecting the electric, gas, telecommunications, and water industries in New York State. This has been an ongoing necessary core mission cost for the past 21 years. Service-Disabled Veteran-Owned Set Aside: No Total MWBE Participation Goals: 30% Due date:10/08/2025 11:30 AM Contract term: 12 Months County(ies): All NYS counties Location: 3 Empire State Plaza Albany, New York 12223-1350 Business entities awarded an identical or substantially similar procurement contract within the past five years: N/A
