This requirement will be competed on the Bureau of Land Management Geospatial BPA.The BLM NOC will utilize contracted, centralized GIS capacity as support for BLM offices via tool development and delivery as well as for Administration priority projects within HQ210 advance multiple EOs and Sos via one geographic information specialist. Contracted services perform technical, non-governmental functions essential for management decision processes. This work is finite, well-defined, and cannot be absorbed by existing federal staff without compromising mission delivery.Deliverables this PoP: - Continue the development, enhancement, and support the use of, a NEPA public comment analysis tool actively being used in multiple BLM offices to advance Administration priority projects. This tool downloads, processes, deduplicates, and classifies thousands of NEPA comments and attachments, reducing review timelines from weeks to just hours. - Leverage AI to enhance and extend language‑processing and analysis capabilities in support of text‑based analytical workflows across HQ210 including NEPA & Planning document reviews and Socioeconomics analyses - Collaborate with BLM State Offices to develop, maintain, and implement automated tools that download and batch-convert large quantities of emails to PDF for use in project files and Administrative Records. - Provide geospatial expertise to finalize several in-progress structured science syntheses, in cooperation with partners, that directly inform NEPA associated with energy development. - Expand application of automated NEPA document data mining workflows to inform science syntheses and specific Program applications. - Provide geospatial analysis capacity to integrate multiple existing resource datasets into standardized GIS workflows, as needed, streamlining environmental reviews associated with energy leasing and APD processing.
