Notice of Intent to Sole Source - Quorum AnalyticsThe Department of Homeland Security’s Science and Technology Directorate intends to award a sole source contract to Quorum Analytics, LLC for five subscriptions to its proprietary platform, which provides real-time federal bill tracking, social media monitoring, and legislative engagement tools. This acquisition is justified on the grounds that Quorum is the only vendor offering an integrated system with the necessary breadth, depth, and real-time functionality required to support mission-critical policy analysis and decision-making within DHS. No other commercial provider delivers this specific combination of capabilities, making Quorum’s platform uniquely essential for the agency’s operational effectiveness and research efficiency. The contract will cover a 12-month base period with four additional one-year option periods, ensuring sustained access to critical government data and legislative updates. The contract is being pursued under the simplified acquisition threshold pursuant to the Revolutionary FAR Overhaul Subpart 12.102, which permits non-competitive awards for commercial products and services when only one source can satisfy the requirement. The acquisition is not a competitive solicitation, and no solicitation document exists; however, interested parties may submit information regarding their ability to meet the requirement prior to the July 15, 2026 response deadline. The contracting officer, Danette Williams, is the designated point of contact for inquiries, and the place of performance is designated as Virginia with the agency office located in Washington, DC. The NAICS code assigned is 519290, and no small business set-aside applies to this action.

Notice of Intent to Sole Source - Bloomberg Government Subscription ServiceThe Department of Homeland Security’s Science and Technology Directorate intends to award a sole source contract to Bloomberg Industry Group, Inc. for five subscriptions to Bloomberg Government, a proprietary platform providing real-time federal legislative, regulatory, and budgetary intelligence. This acquisition is necessary because Bloomberg Government is the only commercially available solution that offers the comprehensive, integrated data, advanced analytics, and real-time alerts required to support mission-critical research and policy analysis within the Directorate. Extensive market research confirmed no other product matches its depth of congressional tracking, appropriations monitoring, and policy insights, making it indispensable for timely, evidence-based decision-making. Five user licenses will be procured under the FedLink program via a government-wide acquisition contract, ensuring compliance and efficiency. The contract has an anticipated performance period of one year with two optional one-year extensions, totaling up to three years. The acquisition is being conducted under the Revolutionary FAR Overhaul Subpart 12.102, which permits sole source awards for commercial products and services when only one source can meet the government’s unique requirements. While this notice is for informational purposes and not a formal solicitation, firms that believe they can satisfy the requirement may submit their capabilities to the Contracting Officer by the response deadline of July 16, 2026. All inquiries must be directed in writing to Danette Williams at the provided email address, and the Government retains full discretion to proceed without competition based on the responses received.
