Native Salmonid Conservation Facility (NSCF) Westslope Cutthroat Trout (WCT) Spawning Matrix and Database Support Project

Seattle City Light is soliciting proposals under RFP SCL-767083640 for the Native Salmonid Conservation Facility Westslope Cutthroat Trout Spawning Matrix and Database Support Project. The selected consultant will provide support, maintenance, hosting, and enhancement of an existing database and spawning matrix tool, focusing on data management, genetic and PIT tag integration, fish tracking, and the development of new functionality to support conservation aquaculture operations. The performance period for these services extends through December 2030. Proposals are due by September 28, 2026, and must be submitted through the City of Seattle e-procurement portal. Qualified applicants must demonstrate at least five years of experience in data management system development for threatened and endangered salmonid conservation in the Pacific Northwest, five years of developing web-based data services for natural resource research, and five years of building open-source applications. Submissions must include a detailed approach to the scope of work, a narrative of at least three related projects, a cost and rates worksheet based on a firm-fixed-price model, and a WMBE Inclusion Plan for contracts exceeding 343,000 dollars. The contract also mandates comprehensive insurance coverage, including professional, cyber, and pollution liability, and requires a detailed vendor questionnaire and key personnel resumes for the project manager and senior design engineer.
