Naval Supply Systems Command (NAVSUP) Worldwide Expeditionary Multiple Award Contract (WEXMAC) 2.2 Territorial Integrity of the United States (TITUS)

The Naval Supply Systems Command (NAVSUP) has awarded a modification to the Worldwide Expeditionary Multiple Award Contract (WEXMAC) 2.2 for the Territorial Integrity of the United States (TITUS) geographic region. This modification increases the base period contract ceiling by 45 billion dollars, bringing the base maximum to 55 billion dollars. If the five-year option is exercised, the total estimated contract maximum for each contractor could reach 65 billion dollars. The base period began in January 2025 and is expected to conclude by December 2029, with a potential final completion date of December 2034. The contract provides a broad range of supplies and services to support the six phases of the continuum of military operations for geographic Combatant Commands, coalition partners, and other federal agencies. The scope includes theater opening, reception, staging, onward-movement, integration, sustainment, theater distribution, stability operations, and Defense Support of Civil Authorities. Specific requirements encompass humanitarian assistance, disaster relief, contingency and exercise support, lodging, and land- and water-based logistics. Deliverables include the provision of Class I through VIII supplies, base operations, and life support services, such as the deployment of event support sites and temporary housing. Performance is managed through individual task orders issued on a firm-fixed-price basis, with invoicing processed via Wide Area WorkFlow (WAWF). The government utilizes a first-qualified, first-awarded model based on responsibility and compliance, prioritizing incumbent contractors. Key compliance requirements include NIST SP 800-171 cybersecurity assessments for the U.S. region, adherence to Service Contract Act wage determinations, and strict following of the Berry Amendment. The government maintains the right to conduct rolling admissions to add new contractors or remove existing ones based on performance and demand.
