This announcement constitutes a Request for Proposals (RFP) in accordanxce with Federal Acquisition Regulation (FAR) Part 15 "Contracting by Negotiation". This procurement will be conducted as a partial small business set-aside in accordance with FAR Subpart 19.5. 



The Government anticpates award of a Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract with a five (5) year period of performance consisting of one base year, four (4) one-year options and one six-month option to extend services. All task orders issued against this IDIQ will be Firm Fixed Price. Award will be made based on the best value to the Government using a subjective tradeoff source selection process. 



Please note all RFP amendments or other publicly releasable information will reside within this announcement in the Contract Opportunities section of SAM.gov. 



To be eligible for award, Offeror must be registered in SAM.gov. No paper copes of the RFP will be issued. No paper copies of proposals will be accepted. Offerors are responsible themselves to check SAM.gov for amendments to this RFP. Questions should be addressed to the Primary Point of Contact listed in this announcement, Mr. David A. The Government will consider all correspondence submitted prior to the deadline for questions, but will not issue individual responses. No questions will be accepted via telephone with the exception of the pre-proposal conference scheduled for Monday 21 October 2024 at 11:00AM US Eastern Daylight Time (EDT). No individual meetings with offerors will be scheduled. Voicemails or requests for meetings will not receive a response. Questions received after the deadline for questions may or may not recieve a response. Questions are due no later than 4:30PM EDT on Thursday 24 October 2024 .

Amendment 001 is issued to extend the due date and time for proposals to 15 Novemeber 2024. 



Amendment 002 is issued to extend the due date and time for proposals to 20 Novemeber 2024, and to provide answers to questions. Additionally, the QASP is being provided as Attachment 6. Attachment 1 PWS, Attachment 1A PWS Appendix 1A, and Attachment 5 - Price Sheet are amended. 




Amendment 003 is issued to clarify submission requirements related to level of effort and prices and to provide answers to supplemental questions. Offerors shall proposed hourly labor rates per labor category on Attachment 5 - Price Sheet is amended and superseded by the version dated 2024.11.14. Offerors shall propose a level effort per each labor category per each contract year using Attachment 7 - Level of Effort which is included as a new attachment. The Standard Form 33 "Solicitation, Offer and Award" amended 2024.11.14 supersedes the amendment dated 2024.11.08. The due date and time for proposals is extended to 22 November 2024.



Amedment 004 corrects a typo on the due date of the Standard Form 33 "Solicitation, Offer and Award" amended 2024.11.14. See the amended file B08.03 W912HQ24R0015 Standard Form 33 - NDC MATOC amended 2024.11.18. The correct revised Questions and Answers are posted and original are deleted. The revised file supersede the previous. Questions 97-100 are added and Answers to Questions 44 and 46 were revised. See B08.03 Answers to Questions for NDC MATOC dated 2024.11.18. 



Amendment 005 reactivates the solicitation to correct an error on the original solicitation with respect to the partial small business set-aside. The original solicitation failed to identify which sections of the PWS are subject to the partial set-aside. This amendment corrects that error. An amended Standard Form 33 dated 2025.06.02 is attached which supersedes all previous amendments. An amended PWS is attached which supersedes all previous amendments. Respondents to the original solication must expressly state their intent to be considered for only the partial small business set-aside portion of the PWS, or only the unrestricted portion of the PWS. Small business offerors may express their intent to be considered for both the partial small business set-aside and the unrestricted portion of the PWS. 


The unrestricted portion of the contract consists of MATOC PWS sections: 4.1.1; 4.1.4; 4.2.1; 4.2.4; 4.2.5; 4.4.1; 4.5.1 and 4.5.2.  


The small business portion consists of MATOC PWS sections: 4.1.2; 4.1.3; 4.2.2; 4.2.3; 4.3.1 and 4.3.2. 



Amendment 006 reactivates the solicitation in accordance with FAR 15.206(c) due to delays caused with obtaining approval to issue a non-commercial contract in accordance with Executive Order 14271 "Ensuring Commercial, Cost-Effective Solutions in Federal Contracts". Due to proposals expiring as a result of the delay, all offerors are requested and allowed to submit revised proposals. Any volume of the propoisal may be revised. All previous page count limits apply. 


If proposal documents are revised, offerors are required to submit both a tracked-changes version and a clean version. Page count limits will be applied only to the clean version. 


Past Performance does not need to be resubmitted, although offerors may submit revised information from within 3 years from the date of this amendment. If any past performance information is revised, offerors must provide notes to detail the revisions. i.e. which example was removed and which one was added. 


Offerors may submit revised price proposals for all labor rates for all labor categories. 


Offerors shall provide a revised proposal with a validity period extending through 30 SEP 2026. Offerors may elect to reaffirm any of the previously submitted volumes in which case the offeror may provide notice all previously submitted information remains valid. All revisions or reaffirmations are due on 08 JUL 2026 at 1630 (430pm) US Eastern Time.
