The performance period spans a five-year base term from February 28, 2027, to February 27, 2032, with an optional six-month extension through August 27, 2032. Award will be based on a trade-off source selection method that balances corporate experience and price, considering the reasonableness and completeness of the pricing proposal, with corporate experience being equally important and evaluated through adjectival confidence levels across four key task areas: Contract Management, Transportation Services, Operations Support, and IT. The contract incorporates federal acquisition clauses with specific deviations and mandates stringent packaging, labeling, and electronic documentation requirements aligned with NAVSUP P700-CNP standards. Contractors must adhere to rigorous security and personnel requirements including Tier 3 background investigations, US citizenship, CAC access, and compliance with NIST SP 800-171 for IT security. The oversight includes stringent inspection and acceptance at the destination location in San Diego, CA, and contractors are responsible for full cargo accountability and quality assurance. Electronic invoicing and proof of delivery through eRMS systems are required, and proposal submissions must follow prescribed formats and deadlines. The contract emphasizes safeguarding sensitive government data, 24/7 surge support capability, and adherence to wage determinations and fuel rate policies as stipulated in appended contract sections.
