AI Contract Overview
The Air Force Material Command, through the Air Force Nuclear Weapons Center (AFNWC/NC), has issued a Request for Information (RFI) titled "NC3 Advanced Concepts Broad Agency Announcement (BAA) On-Boarding Request For Information" (Solicitation Number FA2299-26-S-BAA1) to identify and onboard prospective vendors for future contracting opportunities supporting the modernization of the Nuclear Command, Control, and Communications (NC3) systems. This RFI, released on May 13, 2026, serves as a market research tool and is not a solicitation for proposals or an obligation for contract award. Its primary goal is to vet new companies for inclusion in the NC3 Advanced Concepts BAA vendor pool, with responses required only from entities not already approved under the BAA. The document specifies that all responses must be submitted unclassified, using an attached, unaltered questionnaire, and completed submissions are due by 5:00 PM EDT on June 22, 2026. Questions must be submitted by June 4, 2026, and all correspondence is directed to Contracting Officer Shawn Walles at Hanscom AFB, Massachusetts, and an associated inbox, with government ownership of submitted information emphasized. Key program milestones outline a structured vendor onboarding and acquisition timeline, beginning with the BAA establishment in January 2024 and culminating in expected contract awards for FY26 concepts in early 2027. The RFI requires vendors to demonstrate capability in operating within highly secure environments, specifically necessitating personnel and facilities with Top Secret/Sensitive Compartmented Information (TS/SCI) clearances and access to secure networks such as JWICS. Respondents must also disclose any existing contracts relevant to nuclear command and control or secure communications to assist with potential organizational conflict of interest assessments. While no formal FAR contract clauses, evaluation factors, or contract terms are provided at this stage, the RFI details stringent administrative requirements including the exclusive use of the prescribed questionnaire format, unclassified and non-proprietary content, and highlights that no costs incurred in response preparation will be reimbursed. The place of performance is designated as Hanscom AFB, Massachusetts, and the RFI sets the groundwork for future Broad Agency Announcement solicitations and awards under the NC3 Advanced Concepts program.
