AI Contract Overview
The USDA is conducting a combined sources sought notice and notice of intent to sole source for the procurement of two commercial products, Negasunt Powder 100G and Tanidil 200G, used for the prevention and treatment of New World Screwworm (NWS) myiasis in livestock and certain wildlife. These products are uniquely manufactured by Elanco Animal Health, which has authorized Covetrus North America LLC as their sole U.S. distributor. The Government plans to award a firm fixed-price contract to Covetrus North America under simplified acquisition procedures, citing the absence of alternative sources for these specialized items and their exclusive distribution arrangement. The products will be supplied exclusively to the Animal and Plant Health Inspection Service (APHIS) Veterinary Services and distributed in coordination with state and tribal agencies to manage any potential NWS outbreaks. Use of these products will be strictly controlled, limited to federal, state, local, and tribal agencies and licensed veterinarians operating under their supervision. This notice serves as a market research tool to confirm the availability of commercial sources and does not represent a solicitation or commitment to award a contract. Interested parties are invited to respond by the specified deadline, but should not provide proprietary information and must be registered and active in the System for Award Management (SAM) to be considered for any future solicitation. Responses help the USDA assess market capabilities but do not obligate them to furnish feedback or award contracts. The point of contact for this notice is Jason L Wilking at the USDA in Minneapolis, Minnesota. The firm fixed-price contract will be issued under the authority of the Federal Acquisition Regulation, specifically FAR 12.102(a) and Part 6.103-1, aligned with the NAICS code 325414 for pharmaceutical product manufacturing.
