The Medical Readiness Contracting Office West at Joint Base San Antonio, Fort Sam Houston, Texas is conducting market research to identify capable sources for the procurement of two Neonatal Transport Systems to support the Neonatal Intensive Care Unit at Brooke Army Medical Center. This effort is issued as a Sources Sought notice under solicitation number W81K0026QA207, with a response deadline of July 3, 2026, and is not a request for quotes or a binding solicitation. The requirement is for fully equipped neonatal transport systems capable of ground and air transport, with detailed technical specifications including a main access door measuring 21.6 x 57 cm, six oval hand ports, eight access ports for IV and respiratory tubing, a mattress sized 31.8 x 61.0 x 2.5 cm, and a maximum patient weight capacity of 10 kg. The systems must feature a 17.8 cm diagonal touchscreen with 800 x 480 pixel resolution, a self-test function that runs on power-up and continuously during operation, color-coded visual alarms with plain text messaging, adjustable alarm intensity between 50 and 65 dBA at three meters, and a comprehensive suite of alarm triggers such as chamber and patient temperature deviations, power failures, airflow blockages, and system failures. The units must operate on AC power ranging from 100 to 240 VAC, 50/60 Hz, with a maximum consumption of 2,000 VA and eight accessory outlets limited to seven amps total, as well as support DC input from 12 to 28 volts and deliver two amps of external output. Additionally, the systems must include a vibration isolation system, quick-release mechanisms requiring no tools, and be ISO 13485 certified.
