New and Enhanced Firebreaks

The North Carolina Department of Public Safety is seeking competitive bids to establish a multi-year agency-specific contract for the creation and enhancement of a network of firebreaks at Camp Butner Training Center in Granville and Durham Counties. The project involves constructing approximately nine miles of 50-foot-wide firebreaks through pine and hardwood forests and existing trails, with the goal of forming defensible, low-fuel corridors to suppress wildfire spread. Work must be performed using standard wheeled equipment, with daily cleanup of debris and onsite mulching or removal of logging slash required. The contract is structured with a one-year base period and two optional one-year renewals, subject to the State’s sole discretion, with written notice required at least 30 days prior to exercising an option. Performance will be inspected and accepted progressively at the work site by designated State personnel, with final payment contingent upon successful verification of compliance with all technical and environmental specifications, including North Carolina forestry Best Management Practices. Bidders must submit a fully completed Pricing Form (Attachment A), certification of financial condition (Attachment G), certification for contracts and lobbying compliance (Attachment H), and disclosure of worker locations (Attachment F), all uploaded electronically via the State’s Sourcing Tool by the August 14, 2026 deadline. Bidders are required to provide their Unique Entity ID and CAGE Code and must comply with ethical and financial reporting obligations, including disclosure of any non-federal lobbying activity via Standard Form LLL. Vendor personnel must sign in and out daily at Range Control and may be subject to background checks at the vendor’s expense. The award will be based on the lowest technically acceptable bid, with consideration given to total cost, vendor responsibility, quality, performance capability, and risk factors including financial stability and information security. No FOB terms or specific packaging standards are specified, but invoicing must include the NC contract number, purchase order number, and vendor billing address. Key personnel substitutions require prior written approval, and the vendor must provide up to 60 days of transition support upon contract expiration or termination. The contract is administered by NCNG Contract Managers Todd Preddy and Jason Lautenschleger, with payments processed only after formal acceptance by the Contract Manager.
