New Cumberland Borough, 1120 Market Street, New Cumberland, PA, 17070 will receive sealed bids electronically online for Collection and Disposal of Municipal Solid Waste, Collection of Disposal of Recyclable Materials, and Other Services from certain properties and municipal facilities located within New Cumberland Borough, Cumberland County, PA. New Cumberland Borough will receive sealed bids on or before 2:00pm prevailing time on August 17, 2026, at which time the bids will be opened online and publicly posted via Penn Bid. All documents, instructions, specifications, and bid forms are available from the PennBid website at https://pennbid.bonfirehub.com. Proposals must be submitted electronically on PennBid. All bids must be prepared in accordance with the requirements of the Notice to Bidders, General Stipulations and Information for Bidders, Specifications for Collection and Disposal of Municipal Solid Waste and Recyclables, and must be made on the required forms. The completed forms shall be uploaded to the New Cumberland Borough bidding page of the PennBid website prior to the submission deadline. Proposals must be accompanied by a Bid Bond in the form of surety bond or cashier's check of the Bidder, drawn on a national bank and payable to New Cumberland Borough in an amount equal to 10% of the highest amount bid stated as a guarantee on the part of the Bidder that the Bidder will, if called upon to do so, accept and enter into a contract on the attached form, to perform the work covered by such proposal at the rates therein and to furnish a corporate surety for its faithful and entire fulfillment. New Cumberland Borough reserves the right to waive any informality, including typographical errors, in any bid, and to reject any and all bids, or to award any contract as deemed to be in the Borough’s best interests. The reason(s) for the rejection of all bids shall be announced at a public meeting and noted in the minutes. Following the opening of bids, no bid may be withdrawn for a period of ninety (90) calendar days.
