The New Fiscal Year (FY) 25 Pavement Rehabilitation Project (CIP AID00005) is a street resurfacing and reconstruction initiative managed by the City of San Diego. The project authorizes the use of City Forces for work exceeding the 500,000 dollar threshold established by San Diego Municipal Code section 22.3105, with a total authorized expenditure not to exceed 4,600,000 dollars. The scope of work involves mill and pave operations across various street segments located within Council Districts 1 through 9, covering multiple community planning areas including College Area, Kearny Mesa, La Jolla, Mira Mesa, and Old Town San Diego, among others. All project activities are restricted to public rights-of-way or previously disturbed nonsensitive areas. To ensure environmental and operational compliance, the project requires the implementation of Traffic Control Plans and Stormwater Best Management Practices to prevent non-stormwater discharges from entering the city conveyance system. The project is categorized as exempt under CEQA Guidelines Sections 15301(c) and 15302, as it involves the replacement or reconstruction of existing facilities.
