2026 Liquid Fuels Road Program

Newtown Township, Bucks County, Pennsylvania, is rebidding the Newtown Creek Pedestrian/Bicycle Bridge and Trail Project, with sealed electronic bids due by 5:00 PM on Wednesday, July 8, 2026, submitted exclusively via PennBid. The project involves constructing approximately 692 linear feet of trail, including a 170-foot timber bridge over Newtown Creek and a 495-foot asphalt path connecting North Sycamore Street and Edgeboro Drive at Frost Lane, with associated fencing, landscaping, hardscaping, and amenities. The work encompasses asphalt paving, concrete curbs and sidewalks, stormwater pipe installation, demolition of existing infrastructure, excavation, backfill, erosion control, drainage structures, and utilities adjustments, all in accordance with specified technical standards and 19 construction detail sheets last revised January 29, 2026. Bids must include a 10% bid security, and the successful contractor must provide performance and payment bonds each equal to 100% of the contract price, along with compliance with Pennsylvania prevailing wage regulations and equal employment opportunity requirements. The contract is governed by Pennsylvania law, with all representations, warranties, and indemnifications surviving final payment and acceptance. The work must be substantially completed within 364 calendar days after issuance of the Notice to Proceed, with progress schedules required to be submitted promptly after contract execution. Payment is based on unit prices and lump sum items, with no escalator clause permitted, and retainage structure reduces from 10% to 5% after 50% of the work is completed. Final payment requires full completion, submission of maintenance manuals, insurance certificates, annotated record documents, title clearances, and surety consent.
