The National Geospatial-Intelligence Agency (NGA) has exercised a sole-source contract modification under FAR 6.103-1 to extend development efforts for the Curator II program, specifically to complete Phase 5 of the Enterprise Secure Ingest System (ESIS) Pilot through August 2027. This action is justified on the grounds that only one responsible source exists with the unique organizational knowledge and technical expertise required to seamlessly integrate ESIS into the NGA Enterprise without introducing operational risk or delays. The Curator II system functions as a critical secure ingest mechanism that intercepts and neutralizes potentially malicious geospatial data before it enters NGA’s enterprise environment, making continuity with the incumbent contractor essential for mission success. The work is performed at NGA’s facility in Springfield, Virginia, and is governed by an existing contract vehicle, HM047622C0053, modified via P00011, with performance spanning from April 2026 to August 2027 under Options Year 3 and 4. The estimated contract value ranges between $900,000 and $20,000,000, though detailed pricing or line-item costs are not disclosed. The acquisition relies on a Forward Pricing Rate Agreement to ensure cost reasonableness and emphasizes the necessity of retaining key personnel with deep, irreplaceable familiarity with the Curator and ESIS systems, their interfaces with Enterprise Cloud Data Services and National Cryptologic Library, and the security infrastructure supporting them. Security clearances are required for all personnel due to the classified nature of the system, and while no formal inspection criteria, packaging standards, or contracting officer details are provided, formal acceptance authority remains with the NGA. No competitive solicitation was conducted, no representations or certifications from offerors are present, and no provisions regarding organizational conflict of interest, labeling, barcoding, or military standards are included, as the modification is narrowly focused on sustaining and finalizing an existing, mission-critical capability.

Full Description

Under the authority of FAR 6.103-1, the National Geospatial-Intelligence Agency (NGA) has issued a Justification for Other Than Full and Open Competition for the Curator II contract, to incorporate additional development into the ESIS Pilot Phase 5.  This scope of work will go through the end of the current contract, August 2027. The Curator II program provides a highly specialized secure system operating as an ingest mechanism that protects the National System for Geospatial-Intelligence (NGS) from malicious content, by intercepting and nullifying potentially dangerous data prior to its arrival into the NGA Enterprise.  This action is necessary to meet NGA's evolving needs for the Curator System by successfully completing the remaining ESIS Pilot phase to integrate the ESIS as a fullly-operational capability with the Agency. This notice is made IAW FAR 8.405-6(a)(2)(i) and is not a request for proposals.

TBIPS - Implementation and Deployment of Cloud Analytics Solutions
Solicitation # W6369-24-P5PN
The Directorate Joint Defence Cloud Program (DJDCP) under the Department of National Defence is seeking informatics professional services to support the implementation, deployment, and ongoing operational management of cloud analytics solutions across public cloud environments including GCP and AWS. The contract, identified by solicitation number W6369-24-P5PN, is structured as an Indefinite Delivery Indefinite Quantity (IDIQ) arrangement delivered through Task Authorizations, enabling flexible, on-demand execution of cloud modernization activities such as infrastructure-as-code provisioning, application migration, network configuration, security engineering, and system integration. Work will occur primarily within the National Capital Region, with performance locations determined per task and restricted from Comprehensive Land Claims Agreement territories. Offerors must demonstrate proven experience in cloud adoption, enterprise cloud analytics, and public cloud initiatives, with technical merit accounting for 90% of the award decision and price for 10%, evaluated on a trade-off basis with a minimum 120 out of 150 technical points required for eligibility. All proposed personnel must hold SECRET-level security clearances, possess verified technical qualifications and English language proficiency, and be fully available during contract performance, with strict prohibitions against storing classified or protected information on contractor systems. Contractors are required to submit comprehensive documentation including architecture diagrams, test plans, SOPs, and migration assessments in editable Microsoft Office formats and must comply with all DND/CAF security protocols, ITIL-based service management processes, and the Contract Security Manual. Mandatory certifications include Employment Equity compliance under the Federal Contractors Program, accurate representation of personnel qualifications and availability, full disclosure of resource allocation across multiple contracts, and independent bid determination. Bids must be submitted in three separately bound volumes—technical, financial, and certifications—via email or postal delivery by the specified deadline, using only approved file formats and environmentally responsible paper standards. The contract has no set term extension mechanisms and carries a two-year duration, with no explicit ceiling value established due to the task-based nature of delivery and incomplete pricing schedules provided for evaluation purposes only.

Real-time Transfer Service (RTS) Additional Node
Solicitation # JA-FY26-073
The National Geospatial-Intelligence Agency is pursuing a sole-source contract modification to add an additional node to the existing Real-Time Transfer Service system, which is a critical component of the Overhead Persistent Ground Architecture supporting global missile warning, tracking, and defense operations. The new node is essential for a scheduled near-term capability demonstration and to enhance system resiliency by expanding data communication capabilities across secure enclaves. The effort will include design, development, deployment, integration, and testing of the node, all while continuing ongoing development, operations, and sustainment activities under the current contract. This is a follow-on action to the incumbent contractor, who is the only viable source capable of meeting the stringent timeline without causing unacceptable delays, as determined under FAR 6.103-1(c)(2)(ii) for highly specialized services. The base performance period is two years, with an option to extend for an additional two years. The solicitation is posted under number JA-FY26-073 and is classified as a sources-sought notice, not a competitive solicitation, in accordance with FAR Subpart 5.2. While the government intends to award without competition, all responsible sources may submit capability statements or proposals by the deadline of August 19, 2026, for consideration. The North American Industry Classification System code is 541511, and the agency point of contact is Yue M. Eng at the NGA office in Springfield, Virginia. No set-aside is in effect, and the final decision on whether to proceed with sole-source award remains entirely at the government’s discretion based on any responses received.
