Full Description

National Geospatial-Intelligence Agency (NGA) intends to extend to the Information Assurance (IA) Service contract, HM1571-05-C-0002, with Raytheon Intelligence and Information Systems, for up to three (3) additional option years until NGA Base Relocation and Closure (BRAC) relocation is fully operational and the BRAC related Automated Information Systems (AIS) are Certification and Accreditation (C&A) compliant at NCE, and associated decommissioning and security clean up at six existing facilities is completed. Authority for this sole source procurement is under 10 U.S.C. 2304(c)(1) and 41 U.S.C. 253(c)(1) as implemented in FAR 6.302-1. Services are deemed to be available only from the original source for the continued provision of highly specialized services and it is likely that award to any other source would result in unacceptable delays in fulfilling the agency's requirements. Three main factors support the rationale for extending the current IA Services contract: BRAC Schedule Slip, C&A of BRAC Affected Systems, and Incumbent Expertise with years of practical experience of NGA mission and associated systems. The contractor will monitor, investigate, and support the activities and equipment needed to safeguard NGA computer infrastructure. The contractor will provide the necessary Operations and Sustainment (O&S) of the specialized equipment needed to provide this support. The IA contractor shall perform the functions and manage the programs, described below: - Program Management (PM) and Life Cycle Planning for the IA systems, - Intrusion Detection System (IDS)/Intrusion Prevention System (IPS) Program, - Information Assurance Officer Program (IAO), - Public Key Infrastructure (PKI) Program, - Technical Support Office (TSO) for the IA systems, - Vulnerability Assessment (VA) Program, and - Complete integration of these functions as a Computer Incident Response Team (CIRT) within IA supporting the NGA Mission. This is not a request for proposal. Firms that recognize they can perform the required services described above are encouraged to identify themselves and give written notification to the Contracting Officer, and provide supporting evidence to the Contracting Officer within fifteen (15) calendar days after the date of publication. This information will be reviewed by the Government technical representatives for consideration for future requirements. The final determination by the Government to open this requirement to competition based on any information provided is solely within the discretion of the Government. All responsible sources will be given full consideration. Only written responses will be considered. All written correspondence should be sent to Christina C. Griffin at Christina.C.Griffin@nga.mil.

NGA - Boosting Innovative GEOINT - Science & Technology Broad Agency Announcement (BIG-ST BAA): Topic # 07 – Lidar Analysis for Surface & Environmental Reconnaissance (LASER)
Solicitation # HM047627XXXX
The Boosting Innovative GEOINT-Science and Technology (BIG-ST) Broad Agency Announcement (BAA), solicitation HM047623BAA0001, is a general solicitation by the National Geospatial-Intelligence Agency (NGA) to address hard GEOINT problems across three technical domains: Foundational GEOINT, Advanced Phenomenologies, and Analytic Technologies. The BAA operates through separate Topic Calls, with the current active focus being Topic 07, Lidar Analysis for Surface and Environmental Reconnaissance (LASER). This specific effort seeks to develop AI/ML workflows and test methodologies for the autonomous 3D detection and classification of man-made surface and subsurface objects using space lidar data from ICESat-2 and GEDI. The project aims to advance technology from TRL 4 to TRL 5 or 6, with a Phase 2 budget of 854,000 USD over a 15-month period of performance. The government intends to award this effort via a procurement contract or Other Transaction Agreement, evaluating proposals based on a multi-step process including a conformance review and a scientific/technical review to determine the most advantageous offer. Key deliverables for Topic 07 include technical prototypes, a comprehensive software package with source code, and a final algorithm demonstration. Due to the nature of the work, strict security requirements are in place, ranging from unclassified CUI handling to Top Secret/SCI clearances and polygraph testing depending on the specific task. Contractors must also comply with rigorous research and technology protection plans, including the CHIPS and Science Act of 2022 and NSPM-33, to mitigate foreign influence and protect critical technology elements.

Solicitation # HM047626R0018
The National Geospatial-Intelligence Agency (NGA) is soliciting proposals for Human Resource Management II (HRM II) to provide comprehensive, end-to-end human capital support services for approximately 8,500 personnel. This commercial effort, conducted under FAR Part 12 and 15, covers the entire employee lifecycle, including talent acquisition, strategic workforce planning, personnel data processing via PeopleSoft, benefits processing, and retirement tracking. The contract is structured as a performance-based agreement featuring a one-year base period from March 2, 2027, to March 1, 2028, with four subsequent twelve-month option periods. Pricing consists of Firm Fixed Price (FFP) for core services and Time-and-Materials (T&M) for other direct costs and special projects. Award will be made using a best-value tradeoff process, with the Technical/Management Approach being significantly more important than Past Performance.
