NIST Boulder Sitewide Exterior Lighting Inspection and Repair

The contractor is required to perform comprehensive monthly audits, inspections, maintenance, repair, replacement, and installation of all exterior lighting systems across the NIST Boulder Campus and, when authorized, the Fort Collins Radio Station. This includes 100% inspection of all identified fixtures—such as pole-mounted luminaires, solar-powered lighting, walkway lights, and bollards—during hours of darkness, with full documentation of deficiencies and submission of reports containing recommended corrective actions and cost estimates. All repairs and replacements must be pre-authorized in writing by the Contracting Officer and performed using approved lighting products, specifically Cree Edge Series or RAB ALED fixtures meeting strict technical specifications including 4000K color temperature, IP65 or higher ingress protection, UL listing, and DLC compliance. The contractor must furnish all labor, supervision, tools, equipment, transportation, and incidentals necessary to complete the work while ensuring minimal disruption to 24/7 research operations, adhering to NFPA-99, NFPA 70, OSHA 29 CFR 1926, and other relevant safety and electrical codes, and complying with environmental and hazardous waste regulations. Work is subject to coordination through the Contracting Officer’s Representative, and all activities must follow the NIST Boulder General Contractor Requirements and Site-Specific Safety Plan. The contract has a five-year potential duration, beginning September 1, 2026, with a base year and four optional years, each structured as a firm-fixed-price arrangement with no fixed pricing for audit services but clearly defined Not-To-Exceed ceilings for repair services in each option year totaling $149,341.50 across all optional periods. The base year repair work carries an NTE provision without a specified ceiling. Invoices must be submitted electronically via the Invoice Processing Platform or by email to invoice@nist.gov if IPP is not active, and all deliverables—including monthly audit reports, deficiency reports with estimates, safety plans, job hazard analyses, and proof of electrician licensing—are due within 14 days of award.
