The work is structured as a subcontract under the Administration for Community Living, part of the Department of Health and Human Services, and is aligned with the NAICS code 813910, indicating it involves civic and social organizations engaged in advocacy and support services. The goal is to ensure the continuity and expansion of critical dementia care programs by identifying, applying for, and managing external grants and other financial resources that will sustain operations into the future. Sustainability planning involves assessing internal capacities, building partnerships, diversifying revenue sources, and creating measurable outcomes to demonstrate impact to funders. The work is critical to maintaining access to care for vulnerable populations and must be executed with precision to meet the agency’s mission of supporting community living and independence for older adults and individuals with disabilities. Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
