NOI-Maintenance Contract for the AbSciex two (2)

The National Institutes of Health, Office of the Director, Office of Acquisitions, intends to award a sole-source, firm-fixed-price purchase order to AB Sciex LLC for maintenance services on two QTRAP 5500 mass spectrometers, one QTRAP 6500 mass spectrometer, associated Shimadzu LC pumps, and related software updates, under the authority of FAR Part 12.603 and 41 U.S.C. 1901. This acquisition, identified by solicitation number 75N98026Q00456, is a non-competitive Notice of Intent issued to streamline procurement of commercial services, as AB Sciex LLC is the only vendor capable of supporting proprietary equipment due to OEM-specific certifications, technical documentation, and proprietary tools required for authorized servicing. The contract will cover comprehensive maintenance including preventative maintenance, firmware and software upgrades, troubleshooting, in-house staff training, and replacement of OEM-certified parts, performed exclusively by certified Field Service Engineers whose qualifications must be current and renewed every two years. The period of performance is one year, from June 1, 2026, through May 31, 2027, with delivery terms designated as FOB Destination. All responses must be submitted electronically to johnsonjr@mail.nih.gov by June 1, 2026, at 5:00 p.m. EDT, and must include unit and list pricing, shipping and handling costs, delivery timelines, prompt payment discount terms, F.O.B. point, and mandatory business identifiers including a current Unique Entity ID, Taxpayer Identification Number, and business size certification. Offerors must maintain an active registration in the System for Award Management, and the government will evaluate responses solely to confirm bona fide capability to fulfill the requirement, not through competitive scoring. Compliance with Section 508 of the Rehabilitation Act is required, and laboratory personnel must log in and out all service representatives during on-site visits. This action is not a small business set-aside, and the government reserves the right to award without obligation based on the information provided.
