CLMA Main Branch Renovation - Prequalification of General Contractors

The Municipality of Clarington is conducting a prequalification process under solicitation RFPQ2026-2 to identify qualified General Contractors for the comprehensive renovation and modernization of the Clarington Library, Museums and Archives (CLMA) Main Branch in Bowmanville, Ontario. This project, estimated at approximately 1.1 million dollars, focuses on improving accessibility, functionality, and long-term sustainability, with specific work including the demolition of existing layouts and the reconfiguration of staff areas, lighting, flooring, and the installation of a new cafe. The procurement is subject to the Canadian Fair-Trade Agreement, the Comprehensive Economic and Trade Agreement, the Ontario-Quebec Trade and Cooperation Agreement, and the Buy Ontario Act. The prequalification process requires submissions by October 16, 2026, via the Municipality's electronic bidding system. To be eligible for the subsequent tender, proponents must achieve a minimum evaluation score of 70 percent and pass a reference check. Required documentation includes a CCDC 11 Contractors Qualification Statement, financial stability information, and a corporate health and safety policy. The project is governed by a CCDC 2 2020 Stipulated Price Contract with supplementary conditions and must comply with the Accessibility for Ontarians with Disabilities Act. Selected contractors will be required to provide performance and labour and materials payment bonds, each equal to 50 percent of the accepted tender sum.
