The non-alcoholic beverage contract with the City of Lakeland’s Parks, Recreation & Cultural Arts Department involves the provision and sale of beverages such as Coke or Pepsi at various parks and recreation facilities throughout the city. The department offers more than 200 programs serving tens of thousands of children and maintains over 70 parks with extensive recreational amenities. Under this contract, the City receives payments based on beverage sales volume, with the rate having recently increased from $0.15 to between $0.25 and $0.30 per item sold, with payments issued monthly. The contract, identified by solicitation number 2026-RFP-014 and posted in February 2026, is managed by the Recreation Superintendent and Senior Buyer, with the place of performance located in Florida. In addition to the beverage sales terms, the contract includes comprehensive requirements related to indemnification, compliance, and ethical standards. Vendors must enter into indemnification agreements that protect the City from liability arising from the vendor’s operations and ensure compliance with Florida laws. Furthermore, contractors are required to complete a Human Trafficking Affidavit affirming ethical labor practices under penalty of perjury. The City also maintains rigorous safety and compliance oversight through annual audits and safety evaluations, including focus on drug policies, training, and hazard assessments. These measures ensure vendor accountability and safety while supporting the City’s broad recreational programs and infrastructure.
