The US Army Natick Soldier Center plans to award a sole source contract valued at approximately $50,000 to Composites USA, Inc., located in Northeast, Maryland, for the production of a second non-articulated mannequin equipped with related sensors. This mannequin is specifically designed to facilitate testing of flame-resistant fabrics and clothing in accordance with ASTM F1930 standards. The testing aims to enhance the development of protective clothing for military personnel operating in hostile environments overseas, particularly where there is a threat from Improvised Explosive Devices (IEDs). The contract is a simplified acquisition, reflecting its moderate estimated value. The reason for awarding the contract without full and open competition is that Composites USA is identified as the sole provider of the necessary mannequin and sensor systems capable of conducting the ASTM F1930 testing, due to a proprietary agreement with the sensor manufacturer. This notice is not a solicitation for competitive proposals but invites comments within ten days of the announcement to help determine if competition is warranted. The acquisition falls under NAICS code 326199, and inquiries must be directed to the designated contact by the specified deadline. The contract supports the Department of Defense’s ongoing efforts to improve soldier protection through advanced testing equipment.

The US Army Natick Soldier Center (NSC) intends to award a Sole Source contract to Composites USA, Inc., Northeast, MD, for the manufacture of a second non-articulated mannequin, with related sensors, designed to assist in the testing of fire-retarda nt fabrics and clothing in accordance with ASTM F 1930. The purpose of this testing is to develop protective clothing for troops deployed in hostile areas ove rseas exposed to the threat of Improvised Explosive Devices.
