Non-Personal Service Augmented Lab Personnel

The contract solicitation W81K00-26-R-A032 seeks qualified non-personal service providers to supply augmented laboratory personnel to support Public Health Command-Europe in Landstuhl, Germany, with a focus on microbiological, chemical, and industrial hygiene analysis, as well as laboratory information management. The contractor must provide two Microbiological Analysts, two Chemical Analysts, one Laboratory Information Management System (LIMS) Administrator, one Industrial Hygienist, and one additional lab position similar to the specified roles, all performing duties in accordance with ISO 17025:2017 standards and the Government’s established quality systems. Work includes biological analysis of food, water, and environmental samples, environmental kit preparation, LIMS data logging, and administrative support for industrial hygiene regulations, all conducted under strict compliance with U.S. Department of Defense protocols. Personnel must be vetted, undergo a National Agency Check with Inquiries (NACI) within three workdays of performance start, and adhere to HSPD-12, FIPS 201, and DOD 8570.01-M requirements for identity verification, IT certifications, and cybersecurity awareness. Access to protected health information mandates full HIPAA and Privacy Act compliance, including breach response protocols and prohibition on unauthorized retention of sensitive data. The contract is structured as a firm fixed-price, five-year arrangement with a base period from October 1, 2026, through September 30, 2027, and four one-year option periods extending through September 30, 2031, with each option period containing the same labor categories and hourly requirements, except slight adjustments in chemist hours during option years two and four. Pricing must be submitted via Attachment 4 in Excel format with all formulas intact, and the total proposal must include base and option period costs.
