Non-Tactical Vehicle Lease Support (EUCOM)

This is a sources-sought notice for non-tactical vehicle lease support under the United States European Command (EUCOM) area of responsibility, which includes Norway, Finland, Sweden, Latvia, Lithuania, Italy, Spain, and Estonia, with Stuttgart, Germany identified as a key location of performance. The government is seeking industry input to inform a potential multi-year, indefinite-delivery indefinite-quantity (IDIQ) contract to provide leased vehicles—including SUVs, 8-passenger vans, and light-duty trucks—along with associated labor and parts on a time-and-materials basis. The contract will require contractors to deliver and maintain fully operational, climate-controlled, all-wheel-drive vehicles that are no more than five years old, equipped with GPS, toll transponders, winter tires where required, and compliant with host nation insurance and legal standards. All vehicles must be clean, properly maintained, and meet defined inspection criteria using a joint government-contractor checklist, with performance thresholds such as 95% on-time delivery and 90% operational availability. Contractors must provide 24/7 emergency support with a two-hour response guarantee and maintain responsibility for transportation, fuel, maintenance, licensing, permits, and customs documentation at their own expense, without imposing costs on the government. The contractor is accountable for all aspects of vehicle management, including removal within five days after lease end, and must indemnify the government against all claims arising from vehicle operation. No substitution or modification of task orders is permitted without the Contracting Officer’s written approval, and any unauthorized work is at the contractor’s sole cost. Insurance coverage must meet host nation requirements for bodily injury, property damage, and collision, and must be reported to the government within 48 hours of any change. Vehicle inventories must be submitted within seven business days of task order issuance and updated for any changes. The government will conduct joint inspections at pickup and delivery points to confirm compliance with safety, equipment, and cleanliness standards, allowing no more than one critical deficiency and three minor deficiencies per vehicle. While pricing and quantities are not yet established, the structure includes CLINs for vehicle rentals by daily, weekly, and monthly durations, plus separate CLINs for reimbursable labor and parts. The notice does not require certification of small business status, UEI, or CAGE codes, as no set-aside is planned, and formal evaluation factors or award criteria are not included, indicating this is strictly a pre-solicitation outreach to gather market capabilities and inform future acquisition planning.
