Norm Ross Sports Park Improvement Project

The City of Stanton is undertaking the comprehensive redevelopment of Norm Ross Sports Park at 11111 Cedar Street to transform the underutilized site into a multifunctional community recreation center. The project includes construction of a reoriented little league baseball field with new lighting, bleachers, dugouts, and storage, along with a U-12 soccer field, multipurpose sports court, playground, courtyard amphitheater, shaded picnic areas, a community garden, small and large dog parks, a park building with restrooms, a storage building, a new water basin, an upgraded pedestrian bridge, new perimeter walls and fencing, a utility/emergency entrance with access area, and two free-standing drinking fountains. The project was formally approved by the City Council on June 24, 2025, through Resolution No. 2025-28, which adopted the Initial Study/Mitigated Negative Declaration and the Mitigation Monitoring and Reporting Program as the governing environmental compliance framework under the California Environmental Quality Act. A Joint Lease Agreement with the Garden Grove Unified School District was also approved to support the development, and a conceptual site plan was formally adopted. All project activities are being administered internally by the City of Stanton, with no external contractors or competitive procurement process identified. The City serves as both the lead agency and project applicant, and all obligations for compliance, inspection, and acceptance reside with municipal staff. Environmental compliance is enforced through the approved MMRP, which mandates ongoing monitoring of mitigation measures and public record availability. Financial obligations are limited to regulatory filing fees totaling $2,968.75 for the environmental review and $850 for a water rights fee, neither of which constitute contract line items or project construction funding. The sole designated point of contact for all administrative matters is Cesar Rangel, Public Works Director/City Engineer, with remittance addressed to the City’s financial office at 7800 Katella Avenue. No federal acquisition regulations apply, and there are no contract clauses, pricing structures, delivery schedules, or contract administration roles such as COR or COTR defined in the documentation, reflecting the wholly local, non-federal, and internally managed nature of the initiative.
