The City of Rocky Mount is soliciting proposals for a construction contract to install one replacement hydraulic cylinder on the North Bascule Gate at the Tar River Water Supply Reservoir Dam. Following a mechanical failure in September 2025, the gate was secured with temporary stiff-knee supports. The selected contractor will be responsible for providing all labor, supervision, equipment, rigging, and tools necessary to install a city-furnished cylinder and associated pins. The scope of work includes developing a means-and-methods plan, replacing flexible hydraulic hoses, priming and purging the system, removing temporary supports, and conducting full operational and functional testing. All work must adhere to OSHA requirements, applicable engineering drawings, and structural welding standards. The contract will be awarded to the lowest responsible and responsive bidder, with a local preference policy allowing eligible local bidders to match the lowest price if they are within five percent or $25,000 of the lowest non-local bid. Proposals must be submitted by October 19, 2026, and must include signed pricing and vendor information attachments. The contractor is required to designate a project manager and coordinate outages with the Wastewater Treatment Plant Superintendent. Payment will be issued on a NET 30-day basis following the submission of monthly invoices. The contract term begins on the effective date and concludes upon final written acceptance by the City following successful commissioning.
