Northwest Landing Pump Station

The contract is for the construction of a ferric chloride chemical addition system at the Northwest Landing Wastewater Pump Station in DuPont, Washington, requiring a comprehensive range of site and structural work including a below-grade reinforced concrete foundation with spill containment walls, installation of a polyethylene storage tank, a compatible pump system, steel roof structure, emergency shower and eyewash stations, chain-link fencing, gates, stairs, and associated electrical, water, and chemical piping with cables and wiring. The chemical pump system must include control and alarm panels capable of interfacing with the existing SCADA system, and power must be extended from the existing motor control center to new contractor-supplied electrical panels, with a tap made into the existing water service to supply the emergency showers. All work must be performed while ensuring continuous operation of the pump station. The project is governed by a strict order of precedence for contract documents, with the signed public works contract and change orders taking priority over specifications, drawings, and other materials. The contractor is responsible for furnishing all labor, materials, equipment, permits, and services in accordance with the drawings and specifications, with construction beginning only after approval of a Contractor Quality Control Plan. Work must comply with AWS standards for welding inspections, requiring a Certified Welding Inspector on-site for 100% visual inspection of all field welds, and with IBC Sections 1704 and 1705 for special inspections. The contract requires compliance with Washington state prevailing wage laws under chapter 39.04 RCW, with bidders obligated to pay applicable wage rates and submit certifications proving compliance. All bidders must meet mandatory responsibility criteria including a valid contractor registration under chapter 18.27 RCW, an active Washington Unified Business Identifier number, workers’ compensation coverage under Title 51 RCW, an Employment Security Department number under Title 50 RCW, and a state excise tax registration under Title 82 RCW. Subcontractors must satisfy the same requirements. Proposals must include a bid bond, certification of compliance with wage statutes, non-segregation and non-collusion affidavits, Byrd Anti-Lobbying Certification, and signed acknowledgments of all addenda. The work must be completed within 150 calendar days from notice to proceed, with a detailed schedule and Schedule of Values submitted early in the process to support progress payments based on cost-loaded schedule activities.
