A determination not to compete this proposed contract was made pursuant to the Federal Acquisition Regulation (FAR) 13.106-1(b)(1), Soliciting from a Single Source. For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract deem only one source reasonably available. Guardian Centers, 600 Perry Parkway, PO Box 2208, Perry, GA, 31069 is the sole source for the Advanced Hazardous Evidence Collection course which includes use of their training venue, training materials and facility support labor. This procurement is being conducted under Simplified Acquisition Procedures, only one source is reasonably available. The government intends to use FAR Parts 12.6 and 13.5 to purchase the above listed items. The Advanced Hazardous Evidence Collection course is a five day course which consists of classroom instruction followed by practical exercises to complement the instruction. This course will enhance the Federal Bureau of Investigation's (FBI's) mission to respond globally to crime scenes involving hazardous materials. The last two days serve as the Capstone in which the students will characterize and process a complex crime scene following the FBI's method of processing evidence and forensics within a hazardous environment. The Capstone will take place in a simulated public transportation facility. Included in the scenario will be radiological sources, removable radiological contamination, chemicals and a cadaver. The government contemplates a one-time, sole-source, firm-fixed priced Purchase Order.
