--Notice of Intent for Sole Source Award/Modification

NOTICE OF INTENT TO AWARD A SOLE-SOURCE MODIFICATION The North American Industry Classification System (NAICS) code is 561612, Security Guards and Patrol Services. The primary Product/Services Code is R430 ? Support Professional: Physical Security and Badging. The Department of Energy (DOE), Oak Ridge Office (ORO) intends to execute a modification to extend existing contract number DE-SC0007895 under the authority of FAR 6.302-1,41 USC 253(c)(1), to National Strategic Protective Services, LLC (NSPS), 12018 Sunrise Valley Dr, Ste 140, Reston, VA 20191-3444 for continued protective force support services across the Oak Ridge Reservation (ORR). Due to a post-award protest received on the follow-on contract, this action is to extend the performance period by 99 days, thereby changing the performance end date from September 22, 2018 to December 30, 2018. NSPS, by virtue of being the incumbent contractor, is the only responsible source for the modification to extend the current contract. To attempt to do a short-term contract with anyone other than the incumbent, could potentially disrupt the protection of the ORR to an extent that would put national security at risk. The Performance Work Statement for the modification is to remain the same as under the current contract. NSPS currently provides highly trained Security Police Officers and Special Response Teams to protect the ORR and has the appropriate high level security clearances under the contract. NSPS will continue to provide critical protective force services 24 hours per day, 7 days per week to the ORR mission until a competitively awarded contract assumes those operations. This notice of intent is not a request for competitive quotes or proposals.
