Measles, Mumps, and Rubella (MMR) Vaccine Supply and DeliveryThe contract entails the supply and delivery of three units of Measles, Mumps, and Rubella vaccine to a U.S. Navy vessel at a forward operating base destination, with strict requirements for traceable express shipping and full compliance with established medical handling standards. The contractor is responsible for ensuring the vaccines remain viable throughout transit by adhering to temperature control, packaging, and documentation protocols mandated for biological materials. This is a subcontract under the Department of Defense, managed by the Defense Logistics Agency, with a NAICS code of 325414 indicating pharmaceutical preparation manufacturing. The delivery must be completed in accordance with military logistics guidelines, and all shipping records must maintain a verifiable chain of custody from origin to final receipt aboard the vessel. The National Institute of Allergy and Infectious Diseases (NIAID) intends to award a sole-source, firm-fixed-price purchase order to SomaLogic Operating Co., Inc. for 15 SomaScan 7K and 11K assay kits to support high-throughput proteomic analysis of human biological samples at the Center for Human Immunology (CHI). The acquisition, identified as NOI-NIAID-26-2280298, is authorized under 41 U.S.C. 3304(a)(1) and implemented through FAR 6.302-1 and FAR 13.501(a), due to the exclusive nature of SomaLogic’s proprietary SomaScan technology, which utilizes SOMAmers and is incompatible with any alternative platforms. The kits, which include formats for plasma, serum, cerebrospinal fluid, urine, and cell and tissue samples, are required to analyze over 11,000 proteins with a median coefficient of variation of less than 5% across a 10-log concentration dynamic range using less than 150 µL of sample per test. Delivery is specified as FOB destination to Building 10, Clinical Center, Bethesda, MD 20814, with a performance period from March 1, 2026, to June 30, 2026. The estimated contract value is $522,030, and no competition is being sought because SomaLogic is the only source capable of providing the technically unique kits required to maintain continuity with existing longitudinal datasets and instrumentation. Although this is a notice of intent and not a solicitation, responsible sources may submit a capability statement by May 13, 2026, to Jessica Emerson or Linda Smith at NIH, but such submissions will not obligate the government to award a contract. The acquisition is critical to avoid catastrophic delays and sample expiration in ongoing research projects across the NIH Intramural Research Program. No formal contract clauses, evaluation factors, packaging specifications, or invoicing details are included beyond the sole-source justification, and no option clauses or alternate suppliers are recognized. The government retains full discretion over award decisions and will not acknowledge receipt or provide feedback to respondents.

THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATIONS.
This notice is published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This is a Notice of Intent to award a sole source, firm-fixed price purchase order under the authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 13.106-1(b)(2) and 13.501(a) - Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements and is not a request for competitive proposals.

The National Institute of Allergy and Infectious Diseases (NIAID) intends to negotiate on a sole source basis with SomaLogic Operating Co, Inc, 2945 Wilderness Place, Boulder, CO 80301 on an other than full and open competition basis to obtain SomaScan 7KPlasma (900-00020), Serum (900-200021), Urine (900-00026), Cerebral Spinal Fluid (900-00025), Cell and Tissue Kits (900-00027) and/or 11K Plasma (900-00050), Serum (900-00051), CSF (900-00055), Cell and Tissue (900-00057) Assay Kits. QTY 15. Only one award will be made. This will be awarded as a firm fixed price type of contract. SomaLogic, SOMAscan Kits can only be provided by one source. 20 Domestic Shipping and Handling – FOB DESTINATION TO BETHESDA, MD.

Justification: This experiment is dependent on the results of the current sample batching experiment that is currently occurring at the CHI. These items should be placed on a PO with a period of performance of one year. This will allow our researchers to request delivery of the items once the batching experiment is complete. Any procurement delays would catastrophic to this experiment. Additionally if the sample batching experiment needs adjustments and is delayed having these somascan kits on-hand would cause them to expire. The purpose of this acquisition is to purchase 15 SomaScan 7K and 11K assay kits for the Center for Human Immunology (CHI) for the ability to analyze clinical samples (serum, plasma, cell lysates, tissue homogenates, urine, and cerebrospinal fluid) with highly multiplexed analytes and high throughput proteins. The kits will be used to measure 11,000 proteins across 10 logs of concentration dynamic range in less than 150 uL of human biological samples with median %CV<5% across all analytes. Currently, there are numerous CHI projects and NIH fee-for-service customers from various institutes and centers in the NIH Intramural Research Program (IRP) that are awaiting their samples to be run on the platform for their clinical protocols.

This will be the only notice of the Government's intent to solicit, negotiate, and award to one source to satisfy this requirement. The Government plans to award a contract for this requirement within 7 days of this notice.
The statutory authority for this sole source requirement is 41 U.S.C. 253(c)(1) as implemented by FAR 6.302-1 (b)(1)(i) only one source available, no substitutions possible. THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS All responsible sources that could provide
comparable services may submit a capability statement that will be considered by email to Jessica Emerson at
Jessica.emerson@nih.gov by 5:00 pm EST on May 13, 2026. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
