Notice of Intent - Sole Source
U.S. Customs and Border Protection (CBP) intends to award a sole source Firm-Fixed Price (FFP) contract to Jeppesen ForeFlight, Inc. for aeronautical navigation flight charts (Jeppesen charts) per Federal Acquisition Regulations (FAR) Revolutionary FAR Overhaul (RFO) 12.102(a). These charts are only available from the original equipment manufacturer (OEM), Jeppesen ForeFlight, Inc (formerly Boeing Digital Solutions dba Jeppesen).
The proposed flight charts will be distrusted and utilized by CBP Air and Marine Operations (AMO) pilots to ensure accurate routes and flights path are correct. There are currently no other applications that meet the flight navigation requirements.
The required charts provide worldwide coverage of enroute and terminal charts for inclusion on an electronic flight bag, including airfields that not supported by Defense Logistics Agency Flight Information Publications (FLIPs). The salient characteristics from Jeppesen Charts provide the technical specifications required to maintain safe and efficient flight information on the aircraft and for mission planning.
The anticipated contract period of performance will be from August 1, 2026 through July 31, 2027.
