The U.S. Government intends to award a sole source firm fixed price purchase order to ANSYS, Inc. for the annual Technical Enhancements and Customer Support (TECS) fees associated with two perpetual licenses of ModelCenter Premium software, with a total estimated value of $47,240. This action is justified under FAR 12.102(a) and FAR Class Deviation 25-21 Rev. 1, as ANSYS, Inc. is the exclusive provider of the ModelCenter Premium product line, and no other sources can meet the government’s requirement for this proprietary software with its specific perpetual licensing structure and integrated technical support. The procurement is structured as an 8(a) Sole Source set-aside, affirming ANSYS, Inc.’s certification as a small business under the SBA 8(a) program, and the price has been deemed reasonable by comparison to a prior contract award. The place of performance is Curtis Bay, Maryland, and the contract is administered by the SFLC Procurement Branch 3 under the Department of Homeland Security, with the U.S. Coast Guard as the executing agency. The sole source determination is based on the proprietary nature of the software, its deep integration with legacy engineering tools, and the necessity of maintaining continuous access to updates and support services. This notice is not a request for proposals or quotes, and any responses must clearly demonstrate that competition would be advantageous, not cost or time prohibitive, and would not hinder mission objectives. All feedback must be submitted via email to the Contracting Officer, Joshua Richardson, by the deadline of June 25, 2026, with no phone calls or voicemails accepted. The government will not reimburse any costs incurred in responding to this notice. An attachment titled “JOTFOC for 52000PR260025304” provides the formal justification for other than full and open competition, which includes market research and price reasonableness documentation. There are no standard FAR contract clauses listed in Section I, no packaging or delivery requirements specified, and no option periods, multiple-year funding, or performance incentives included. Acceptance of the deliverables will be based on commercial item standards and conformance to prior procurement records rather than physical inspection, as the support services are delivered electronically. The unique entity identifier for ANSYS, Inc. is TY4MJLKVJJ27, and the solicitation number is 52000PR2600
