Notice of Intent to award a sole source requirement for Firing Range Services – Rio Grande Sector to CITY OF DONNA (UEI: JJN6A8LSFC84). This proposed contract action is for Firing Range Services for which the Government intends to solicit and negotiate with only one source under the authority of RFO FAR 13-106-1(b)(1)(i) – Only One Responsible Source. The US Customs and Border Protection, U.S. Border Patrol, Rio Grande Sector, has a requirement to purchase Firing Range Services. The City of Donna exclusively owns and operates the El Indigo Gun Range, which meets all the requirements of the Government. The range can accommodate 1,700 personnel for mandatory quarterly firearms qualifications, is available on a 24-hour basis/7-days a week, meeting the night-time shooting requirement qualification that must be met one-quarter of each fiscal year. Additionally, the firing range is adaptable to the CBP’s different ranges of weapons for targets and qualifications shooting, supporting Lethal and Non-Lethal training. Furthermore, the City of Donna El Indigo Firing Range is approximately 15 to 20 miles in close proximity to most station locations, and is exclusively for Law Enforcement Officers only, which is required by the Government.
