AI Contract Overview
The U.S. Customs and Border Protection, U.S. Border Patrol Rio Grande Sector, intends to award a sole-source contract to the City of Donna for firing range services at the El Indigo Gun Range, located in Donna, Texas. This action is justified under FAR 13.106-1(b)(1)(i) due to the exclusive capability of the City of Donna’s facility to meet all operational requirements, with no other source able to provide the same level of service. The range is uniquely positioned to accommodate up to 1,700 personnel for mandatory quarterly firearms qualifications, operates 24 hours a day, seven days a week, and supports night-time shooting as required for one-quarter of each fiscal year. It is adaptable to a full spectrum of CBP weapon systems for both lethal and non-lethal training, and is restricted exclusively to law enforcement personnel, fulfilling a non-negotiable government mandate. The facility’s proximity—15 to 20 miles from most Border Patrol station locations—ensures operational readiness and efficiency, making it indispensable for mission-critical training. The notice is issued as a formal intent to award, not as a solicitation, and no public competitive process will be conducted. The contract action is identified by solicitation number 20158464 and is governed by the North American Industry Classification System code 611699. The City of Donna, identified by its Unique Entity ID JJN6A8LSFC84, is the sole proposed contractor, with no competitive set-aside or socioeconomic designation applied. No pricing, contract value, or line-item details are provided, as this is a sole-source justification and not a request for quotes. Performance will occur entirely at the El Indigo Gun Range in Donna, Texas, with acceptance criteria tied to service availability, capacity, adaptability, and exclusivity rather than technical specifications or delivery formats. No packaging, marking, or inspection standards beyond operational requirements are specified, and no invoicing methods, payment offices, or accounting codes are detailed. Communication is restricted to email only, with David Torres as the Contracting Officer and Max Hempe as the Contract Specialist handling all inquiries. Responses must be submitted by May 21, 2026, to demonstrate capability, though no award is guaranteed, and no costs incurred prior to potential award will be reimbursed. The government retains full discretion in determining the necessity of a competitive procurement based on responses to this notice.
