AI Contract Overview
The U.S. Department of Defense, through the Training and Education Command (TECOM), intends to award a sole-source Firm Fixed Price contract to STEAMBridge, Inc. of Ashburn, VA, to deliver a comprehensive turnkey STEM Camp program for approximately 145 Marine Corps Junior Reserve Officer Training Corps (MCJROTC) cadets. The program consists of two one-week residential camps scheduled for July 12–18, 2026, at Randolph-Macon Academy in Front Royal, Virginia, and July 26–August 1, 2026, at Ignite Pathways in Woodbine, Iowa. The contractor is responsible for all aspects of program execution, including planning, staffing, facilities, equipment, supplies, academic administration, and 24/7 cadet supervision, safety, and accountability. Central to the requirement is an established partnership with Shenandoah University that enables cadets to earn up to three transferable college credits in 100-level engineering coursework upon successful completion. The curriculum must include specialized instruction in STEM and AI concepts such as Linux fundamentals, Retrieval Augmented Generation (RAG), and AI ethics, delivered through hands-on labs and real-world problem-solving activities aligned with collegiate standards. No other vendor has demonstrated the unique combination of capabilities required to simultaneously manage dual-location residential operations, maintain university accreditation for credit transfer, and deliver the specific AI and engineering curriculum at the scale and quality necessary for this mission. The acquisition, conducted under FAR Part 12 and Part 13, is not subject to competition due to the singular expertise of STEAMBridge, Inc., as detailed in the redacted Justification and Approval document. No pricing information is publicly available, but the contract is expected to remain within the Simplified Acquisition Threshold. All interested parties may submit a capability statement by May 25, 2026, to demonstrate their ability to fulfill the full scope of requirements, though the government has determined that only STEAMBridge, Inc. can successfully meet the operational, curricular, and logistical demands of the program.
