The United States Marine Corps, through the Marine Corps Systems Command PG-13 Infantry Weapons Systems Optics and Non-Lethal Systems office, plans to award a sole source firm fixed price contract modification to Kollsman Inc. for the procurement of twenty-nine AN/PSM-117 Long Range Thermal Imager Application Program Sets. These APS kits interface specifically with the AN/USM-657 (v) 3 Third Echelon Test Set Electro Optic Variant and include multiple components such as a Telescope Holding Assembly, various cables, an Autocollimator Assembly, Rotational Stage Assembly, specialized tools, and calibration equipment including temperature probes and precision thermometers. The contract is being awarded on a sole source basis because Kollsman Inc., as the original equipment manufacturer, uniquely possesses the proprietary software, hardware, and interfaces required to meet the Government's specific operational and maintenance needs. This procurement enables the Government to maintain and repair the AN/PAS-22 Long Range Thermal Imager systems at the Field Level across select Intermediate Maintenance Activities supporting Marine Forces both within the continental United States and abroad. The sole source justification is grounded in the determination that only Kollsman Inc. can provide the system with the necessary unique capabilities and proprietary technology in the required timeframe and quality standards. Potential competitors are invited to express interest by a specified deadline, although this is not a formal request for competitive quotations. The Government anticipates awarding the contract modification by the end of July 2009, with points of contact provided for inquiries to ensure receipt of submissions.

The AN/PSM-117 LRTI APS allows the Government to organically troubleshoot, diagnose, repair, and maintain the AN/PAS-22 LRTI systems at the Field Level, by fielding the capability to select Intermediate Maintenance Activities (IMA) geographically located in support of Marine Forces (MARFORs), both CONUS and OCONUS! , which best meets the Government's needs and current mission requirements. It is essential that the Government uses the original equipment manufacturer to purchase the systems and incorporate the variant needed. Marine Corps Cyberspace Environment (MCCE) Operational Support Services (OSS) and Enterprise Artificial Intelligence (AI) Integration
Solicitation # M6785426I4208
The Marine Corps Systems Command (MARCORSYSCOM) is conducting market research via Request for Information M67854-26-I-4208 to identify commercial partners for the Marine Corps Cyberspace Environment (MCCE) Operational Support Services (OSS) and Enterprise Artificial Intelligence (AI) Integration. The primary objective is to secure skilled, professional IT touch-labor services under a Government-Owned, Government-Operated, Contractor-Supported (GOGOCS) model. While the focus remains on providing DCWF-certified personnel, the government is seeking innovative ways to integrate AI and automation as embedded components of the service delivery model to increase operational efficiency and reduce manual labor costs over time. The government is specifically exploring service-based ordering models, such as procuring hours of service or specific outcomes rather than individual labor categories. For pricing purposes, any contractor-provided proprietary tooling costs must be included within fully burdened labor rates, as this is a services acquisition. Interested respondents must submit a capabilities narrative limited to five pages, a vendor comment matrix in Excel format with a 300-word limit per cell, and optional supplementary materials not exceeding fifteen pages. The current response deadline is November 3, 2026, at 1:00 P.M.
