The Department of Defense, through the Regional Contracting Office Southwest at Camp Pendleton, California, intends to extend a sole source contract with Noesis, Inc. to provide essential diving and boat services during the operational and assessment testing of the Expeditionary Fighting Vehicle (EFV) under the Advanced Amphibious Assault Vehicle program. This contract, originally awarded under the Small Business Administration 8(a) program on a sole source basis, will be extended bilaterally through October 31, 2006, without competition or solicitation of proposals, in accordance with FAR 6.302-1 for other than full and open competition. The contracting office is currently planning for a competitive follow-on contract, but for now, continuity with Noesis, Inc. is paramount for safety and operational success. The contracting officer handling this procurement is Eva Austin, and no requests for proposals or expressions of interest are being accepted in relation to this notice.
