The Naval War College Contracting Division intends to award a sole source, firm-fixed price contract to Blackboard, Inc. for a one-year subscription to Blackboard's Collaborate Web Conferencing service. This decision is made under the authority of FAR 6.302-1 and USC 2304(c)(1), which allows sole source procurement when the required product or service is available from only one responsible source. The agency has determined through market research that Blackboard is the only provider capable of meeting this specific need. Although the contract is expected to be sole source, the solicitation is unrestricted, allowing any interested and capable firms to respond by expressing their interest and capability to the contracting officer, Jason Hewitt, via email by 5:00 PM Eastern on September 30, 2016. No formal quotations or written solicitations will be requested, but any responses received from other firms will be considered before final award. If no other responses are received by the deadline, the contract will be awarded to Blackboard by October 1, 2016. The acquisition falls under the NAICS code 518210, with a small business size standard of 32.5 million dollars. The Naval War College is located in Newport, Rhode Island, and the award supports their need for reliable web conferencing tools to facilitate operational requirements.
