The U.S. Army Medical Research Acquisition Activity plans to negotiate a follow-on sole source contract with Henry Ford Health System to continue support for the Cardiovascular Disease Automated Clinical Practice Guideline (ACPG) project and to perform data collection and analysis related to Preventative Services Clinical Practice Guidelines. Henry Ford Health System is uniquely positioned as the sole acceptable source for this work due to its established public/private partnership with Tripler Army Medical Center, facilitated by the Pacific Regional Program Office, and its existing involvement dating back to a FY99 Defense Health Program appropriation. The ongoing relationship has fostered compatibility, consistency, and continuity that would be disrupted by engaging another contractor, which would also cause delays and increased costs without providing savings. This procurement is conducted as a sole source under the authority of FAR 6.302-1, with no competition solicited, although statements of capability from other responsible businesses are invited for evaluation if submitted by the specified date. The contract emphasizes minimizing disruption and duplication of efforts by continuing with the incumbent, thereby maintaining the successful progress of the ACPG project and preserving the integrity of comparative data analysis. Contact information for the Contract Specialist is provided for those wishing to submit statements of capability by the deadline.

The U.S. Army Medical Research Acquisition Activity, 820 Chandler Street, Fort Detrick, MD intends to negotiate a follow-on SOLE SOURCE procurement with Henry Ford Heath Systems. The contractor will provide services, materials, facilities, and equip ment to continue implementation of a Cardiovascular Disease Automated Clinical Practice Guideline (ACPG), as well as perform data collection and analysis for the Preventative Services Clinical Practice Guideline. Henry Ford Health System (HFHS) is a memb er of a public/private partnership with Tripler Army Medical Center facilitated by the Pacific Regional Program Office (now the Hui) to automate cardiovascular clinical practice guidelines that was established as a result of a FY99 appropriation for the De fense Health Program. Due to prior participation in this program, established agreements, and to ensure the compatibility and consistency of approach and the maintenance of present success and failure comparisons of the ACPG project, the current contracto r is the only acceptable source to continue to serve as a partner with the Government for this requirement. The existing partnership has resulted in a working relationship with established agreements that would have to be redeveloped, incurring unnecessar y loss of time and expense to the Government. Competitive bidding would result in significant, project delays, would require duplication of cost to the government, and would not result in cost savings. This is a SOLE SOURCE procurement under the authori ty of FAR 6.302-1 and is not a request for competitive quotes. However, statements of capability to fulfill this requirement received from other responsible businesses prior to close of business on 03 September 2004 will be evaluated. Offerors responding to this notice must provide a statement of capability to the Contract Specialist. Please contact the Contract Specialist at +1 (555) 000-0000 or email: contact@example.gov
