Notice of Intent to Award Sole Source Contract for Preventative Maintenance of Automated Conveyor System For IRS National Distribution Center (NDC)

The Internal Revenue Service (IRS) plans to award a sole source contract to Fitzgerald Equipment Company, Inc., located in Rockford, Illinois, for the preventative maintenance, scale balancing, and service calls related to the Automated Conveyor System at the IRS National Distribution Center (NDC). The contract covers a base year starting July 1, 2020, with three additional option years extending through June 30, 2024. The equipment serviced includes brand-name Hytrol and Wipotec-OCS automatic conveyor, accumulation, sorter, controller systems, and checkweigher scanner-scales. Fitzgerald Equipment Company is uniquely qualified as they are the only manufacturer-authorized vendor in the geographical area authorized to service the Wipotec-OCS Checkweigher scales and possess proprietary hardware, software, and algorithms essential to maintain these systems. This procurement is being executed under the authority of FAR 6.302-1, which allows for contracting with only one responsible source without competition. Consequently, this notice serves solely as an intent to award and is not a solicitation for proposals; no competitive bids will be requested, and inquiries via phone or email will not be acknowledged. Services will be performed at the IRS's Bloomington, Illinois facility, ensuring the continued efficient operation of the NDC’s critical automated material handling equipment.
