NOTICE OF INTENT TO AWARD SOLE SOURCE The 773d Enterprise Sourcing Squadron (773 ESS) intends to award a Firm-Fixed-Price (FFP) purchase order to a single source, Midwest Tape, LLC. under the authority of FAR 13.106-1(b)(2) (only one source reasonably available) on or about 15 December 2023. The period of performance (PoP) shall be: 15 December 2023 to 30 November 2024 - Base Year 01 December 2024 to 30 November 2025 - Option Year 1 01 December 2025 to 30 November 2026 - Option Year 2 PSC: 7630 NAICS: 516210 Small Business Size Standard: $47 million Subscription Digital Media Content Supplier Midwest Tape, LLC. Product Description: The 773d Enterprise Sourcing Squadron is seeking a subscription for Digital Media Content for DAF Libraries. The digital media service allows users to borrow movies, music, audio books, eBooks, comics and TV shows to enjoy on their computers, tablets, phones, or TV. These titles can either be streamed immediately or downloaded to phones or tablets for off-line usage via an app. Product Characteristics an Equal Item Must Meet to Be Considered The product characteristics are listed below: Must be able to provide a large variety of content that is continuously being updated and increased in multiple media formats Must provide over 300k ebooks, 16,500 comics, 75K audiobooks, 13,500 movies, 2,200 TV Series, and 253K full music albums including new releases, current best sellers, and back catalog that can be used simultaneously by users 2 types of titles available at all times Type One with no holds/simultaneous usage for users with the same titles Type two with no simultaneous usage by users with the same titles Firm-fixed pricing so there is no increase when new titles are accessed May limit the number digital downloads per week/month per registered user and can be adjusted throughout the year Online Web & App assistance for both users and Librarians All content must be available online and navigable through a dedicated app and website for global access enabled with individual login for customer accounts Provide marketing resources, that are continuously being update and available to Librarians for free download Must be accessible through iOS, Android, Kindle Fire, Roku, Amazon Alexa, etc. Must be able to interface with the Air Force Portal Must work with contract POC to establish authentication methods to provide optimal accessibility for all eligible patrons. Security between the Website and server must be Transport Layer Security (TLS) 1.3 Must be able to supply or allow retrieval of database usage statistics Must have HTTP Strict Transport Security (HSTS) with long duration deployed on the servers to mitigate/prevent man-in-the-middle attacks This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government. The Government will consider responses received by 05 December 2023, 4:00 PM, CST for this notice. Information received will normally be considered solely for the purpose of determining whether or not to conduct a full and open competitive procurement or a small business set aside competitive procurement. The Government will not pay for any information received in response to this announcement. If the Government decides to compete this requirement, a synopsis shall be issued utilizing the combined synopsis/solicitation procedure identified in FAR 12.603. If this effort becomes a Small Business Set-Aside, FAR 52.219-14, Limitation on Subcontracting, will apply. Therefore, small businesses that want to be considered for a small business set-aside should demonstrate how they intend to comply. A determination not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Contractors Should Be Aware of the Following Information: 1.
