Notice
The Department of Health and Human Services (HHS), Assistant Secretary for Financial Resources (ASFR), Office of Mission Acquisition Solutions (OMAS), on behalf of the National Institutes of Health (NIH), Center for Information Technology (CIT), intends to award a sole-source, firm-fixed-price contract to:

for the renewal of annual subscriptions and licenses for the following commercial software products:
- BPI-Maintenance Infinity-152390 Maintenance on Imaris 11.0 for Core Facilities (CF) and 152392 Maintenance on Imaris 11.0 for Neuroscientists (FL)
The anticipated contract will consist of a one-year base period from 08/01/2026 through 07/31/2027.
This acquisition is being conducted using the authority of FAR 13.106-1(b), Soliciting from a Single Source, under the procedures of FAR Part 13.
Description of Requirement
NIH/CIT/HPC currently utilizes Bitplane’s Imaris software application to provides NIH researchers necessary functionality for visualization, segmentation and interpretation of 3D and 4D microscopy datasets. The existing software licenses and associated maintenance/support services are due to expire on 1 August 2026. This procurement is required to maintain uninterrupted access to the software, vendor support, security updates, patches, and maintenance services necessary for ongoing operations.
The contractor shall provide renewal of existing software licenses, maintenance, and technical support for the products identified in this SOW.
The renewal shall include:
- Continued software usage rights
- Vendor-provided maintenance
- Security patches and updates
- Technical support
- Access to software upgrades/releases (if applicable)
No new software development or customization is required under this effort unless specifically identified herein.
Sole-Source Rationale
Market research has determined that Imaris software is proprietary to Andor Technology, Inc. and is not available through NIH enterprise software programs, or other Government-wide acquisition mechanisms. Andor Technology is the sole provider of Imaris products and maintenance services and does not authorize third parties to provide this support. Existing licenses, updates, maintenance, and technical support are proprietary to Andor Technology.
Responses to this Notice
This notice is not a request for competitive quotations or proposals. It is a notice of the Government's intent to award a sole-source contract.
Interested parties may submit a capability statement demonstrating their ability to satisfy the Government's requirement. Capability statements must clearly demonstrate the vendor's ability to provide the required products and services described above, or an equivalent capability that fully satisfies the Government's minimum requirements without disruption to ongoing operations.
Capability statements shall be submitted electronically by the response date in this notice.

The Government will review all timely responses received solely for the purpose of determining whether another responsible source is capable of meeting the Government's requirement. Responses that do not sufficiently demonstrate the capability to satisfy the Government's requirements may not be considered.
If no affirmative responses are received that demonstrate the capability to meet the Government's requirements, HHS intends to proceed with award to Andor Technology, Inc without further notice.
