AI Contract Overview
The Department of Health and Human Services, through the Assistant Secretary for Financial Resources and the Office of Mission Acquisition Solutions, intends to award a sole-source, firm-fixed-price contract to Andor Technology, Inc. for the renewal of annual subscriptions and maintenance licenses for the Imaris 11.0 software, used by the National Institutes of Health’s Center for Information Technology to support advanced 3D and 4D microscopy data analysis. The contract will cover a one-year base period from August 1, 2026, to July 31, 2027, and will ensure continued access to software usage rights, vendor-provided maintenance, security patches, technical support, and access to future updates without disruption to ongoing research operations. The requirement is classified under NAICS code 541519 and PSC code 7A21, reflecting its nature as business application software requiring perpetual licensing and support services. The decision to proceed on a sole-source basis is based on the proprietary nature of Imaris software, which is exclusively developed and supported by Andor Technology, Inc., with no authorized third-party alternatives or available through government-wide acquisition programs. Market research confirms no other vendor can provide the necessary maintenance, updates, or technical support for this specific software without compromising the integrity, compatibility, or continuity of NIH’s existing workflows. This notice is not a solicitation for competition but serves to allow interested parties to demonstrate capability to meet the requirement. All responses must be submitted electronically by July 17, 2026, to the designated Contract Specialist, and will be evaluated solely to determine if an alternative source can fulfill the technical needs without interruption. In the absence of viable alternatives, the contract will be awarded directly to Andor Technology, Inc., as the sole provider capable of sustaining the critical software functions essential to NIH’s scientific mission.
