NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT Department of Energy Environmental Management Office in Oak Ridge (orem) intends to award a Sole Source contract to Lockmasters Incorporated., 2101 John C. Watts Dr. Nicholasville, KY 40356 for two Door-in-a Box.   OREM will use Simplified Acquisition Procedures and Other Than Full and Open Competition. The authority for soliciting a single source under simplified acquisition procedures is FAR 13.106-1(b)(1)(i), Soliciting Competition, which states that contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).   Additional unique technical capabilities and performance certifications include Lockmasters' "Door in a Box" is the only commercially available, fully integrated, pre-engineered assembly that simultaneously meets all of the following stringent federal security requirements:


•            Sound Transmission Compliance (STC): Architecturally tested and certified to meet STC security thresholds for acoustic privacy.


•            RF & TEMPEST Shielding: Third-party tested and certified in accordance with IEEE-299 and MIL-STD 285 standards to meet TEMPEST electromagnetic performance requirements.


•            Integrated Locking Systems: Includes a factory-installed, GSA-Approved Level 1 Lock, satisfying mandatory federal physical security policies.


•            Fire Ratings: STC door assemblies are fully tested and certified by Underwriters Laboratories (UL).


•            Engineering Design: Features advanced adjustable perimeter seals, a high-performance door bottom, a two-piece frame design, and rock-wool insulated frames (eliminating the need for grout), ensuring precise fit and acoustical integrity.



The proposed contract action is Sole Source only. In accordance with FAR 5.102, the required justification documentation is attached (See Note).  This Notice of Intent is not a request for quotation. No solicitation or RFQ will be forthcoming. Interested parties may identify their interest and submit product information in response to this notice by 1:00 PM ET 05 August 2026 via email to Carol.Jennings@doe.gov. A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government.  NOTE: The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by the closed date specified herein will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
