Solicitation # 20156794
The Department of Homeland Security, U.S. Customs and Border Protection (CBP), is soliciting quotes for 15 untrained detection and support canines for the Border Patrol K9 Center in El Paso, Texas. This is a 100 percent small business set-aside under NAICS code 112990, intended to result in a single firm-fixed-price purchase order. The government may procure additional canines based on the availability of funds. All canines must meet strict breed conformance and health standards, including specific vaccination records, microchip identification, and X-rays of the pelvis, hips, and elbows. The contractor is responsible for all transportation costs and arrangements for the shipment and retrieval of the animals. The evaluation process follows a three-phase approach. Phase I is a pass/fail gate based on breed conformance and an availability date of 60 days or less. Phase II utilizes a tradeoff method considering open order status, past performance with CBP, and price. The top-ranked offeror will proceed to Phase III, which involves a physical, medical, and behavioral evaluation of the canines at the El Paso facility. Acceptance is contingent upon the canines passing these evaluations; those that fail must be removed by the contractor within seven days. A six-month quality assurance warranty is required to cover pre-existing medical problems, chronic diseases, or unacceptable behavioral issues. Payments will be processed electronically via the Invoice Processing Platform (IPP) approximately 15 business days after the selection date and completion of medical testing.
