The contract involves an increase in the funding ceiling for Contract N66001-15-C-4045 awarded to BAE Systems IESI by SSC Pacific on behalf of DARPA's Information Innovation Office. Originally awarded for a 36-month research period starting in June 2015, the contract supports the DARPA Edge-Directed Cyber Technologies for Reliable Mission Communication Program, focusing on innovative research in resilient, mission-aware computer networking. The additional funding of approximately $1.5 million will enable the contractor to develop advanced network coding solutions for multicast communications, implementing a modular overlay gateway and a closed-loop controller to optimize Internet Protocol transport. These efforts aim to enhance reliability and performance by transparently relaying NACK-Oriented Reliable Multicast traffic across multiple network paths. The contractor will also develop intelligent caching mechanisms within a Predictive Flow Optimizer model to maximize performance despite uncertain network topology and caching conditions. These technologies build on state-of-the-art research in distributed multipath rate control, data coding, constraint-based optimization, and resource planning based on belief state estimations. The contract is categorized under NAICS code 541712 for research and development in physical, engineering, and life sciences, excluding biotechnology. This ceiling increase does not extend the contract's period of performance and is issued as a notice of intent rather than a solicitation for competitive proposals. Stakeholders may submit written comments during the 15-day posting period, after which the government will decide whether to pursue competition at its discretion.

This is a Notice of Intent to Increase the Ceiling of Contract N66001-15-C-4045 to BAE Systems IESI, awarded by SSC Pacific on behalf of the Defense Advanced Research Projects Agency Information Innovation Office (DARPA I2O) on 29 June 2015 for a performance period of 36 months. The effort under the contract is in support of the DARPA I2O Program, Edge-Directed Cyber Technologies for Reliable Mission Communication (EdgeCT), and involves innovative research in the area of resilient, mission-aware computer networking to investigate innovate approaches that enable revolutionary advances in science, devices, or systems. Under this additional effort, the contractor shall develop a network coding solution to multicast communications within a unified framework for optimal Internet Protocol (IP) transport by implementing a modular overlay gateway and closed-loop controller for real-time adaptation of the network to transparently and optimally relay NACK-Oriented Reliable Multicast (NORM), a state-of-the-art reliable multicast protocol [RFC5401], traffic over multiple paths for reliability, robustness, and performance. The contractor will also implement intelligent caching that maximizes performance within a Predictive Flow Optimizer (PFO) forwarding model given uncertain topology and caching conditions. Both of these components will leverage and advance the current research in distributed optimal multipath rate control, multipath data coding, constraint-based optimization, and resource planning based on estimated belief states. The NAICS code for this procurement is 541712 Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology). Due to the nature of Research and Development efforts, DARPA I2O could not have reasonably estimated the results and/or need for additional research under this program. This action includes a ceiling increase of approximately $1,499,941 with no change in length of contract performance. This notice of intent is not a request for competitive proposals or quotes, however, interested parties may submit comments in writing to the Contract Specialist, Mrs. Lynn Biedermann, Code 22530, Space and Naval Warfare Systems Center, Pacific who may be reached by telephone at +1 (555) 000-0000 or via email to contact@example.gov. This notice will be posted for 15 days. A determination by the Government not to compete based upon response to this notice is solely within the discretion of the Government.

FTA Broad Agency Announcement (FY26) -- “Research Initiatives in Support of Safety, Accessibility, and Mobility in Public Transportation
Solicitation # 693195-26-BAA-0001
The Federal Transit Administration (FTA) Office of Research, Demonstration, and Innovation has issued a Broad Agency Announcement (BAA) soliciting applied research projects to enhance the safety, reliability, efficiency, and accessibility of public transportation in the United States. This unrestricted solicitation is open to any responsible source, excluding Federal Government-owned businesses, and encourages teaming and collaboration. The program focuses on technology readiness levels 3 through 6, with a preference for proof-of-concept testing. Research topics include community connectivity, accessibility for automated vehicles, urban rail innovations, ferry safety, and transit safety data analytics. Individual awards typically range from $150,000 to $500,000, and while cost sharing is not mandatory, projects that include transit operator partnerships and cost sharing are preferred. The selection process follows a two-step approach requiring an initial concept paper and project quad chart, followed by a detailed technical and cost proposal if invited. Following Amendment 0002, the due date for submissions has been extended to November 6, 2026. Awards are anticipated as firm-fixed-price or level-of-effort term contracts, though cost-reimbursable contracts may be considered with justification. Evaluation is based on a trade-off process where technical merit and importance to agency programs are significantly more important than cost. Successful contractors must comply with strict reporting requirements, including a Data Management Plan, semi-annual Technology Transfer Reports, and a final technical report that is 100 percent Section 508 compliant. Administrative requirements include mandatory electronic invoicing via the DELPHI iSupplier system and adherence to NIST SP 800-171 for protecting controlled unclassified information.
