Notice of Intent to Modify Contract

The Transportation Security Administration (TSA) intends to modify its existing contract HSTS03-08-C-SEC088 with Omniplex World Services Corporation, originally awarded on September 30, 2008, for guard services at various TSA facilities. The original contract was established through full and open competition for four years, valued at approximately $38.8 million. The proposed modification, valued at an estimated $678,000, aims to provide additional Protective Officer support in response to a recent facility expansion in Herndon, Virginia. This modification will add new guard posts created by the build-out, extending support through the current contract year until December 15, 2010, and covering two remaining option years, if exercised. The modification is being pursued under FAR 6.302-1, which allows the agency to amend the contract without soliciting competitive bids due to the potential cost and time inefficiencies of a new procurement. The expanded guard services remain well within the original contract’s scope and leverage the contractor’s existing performance.
