Notice of Intent for Sole Source
The Environmental Protection Agency (EPA) in Research Triangle Park (RTP) in Durham, North Carolina intends to award, on a sole source basis, and in accordance with RFO 6.103-1(b), a contract to AB SCIEX LLC for a Protective Equipment Maintenance Agreement (EMA) for the QTRAP 6500+ Mass Spectrometer. This procurement is recommended to be processed without full and open competition.
EPA’s Office of Chemical Safety and Pollution Prevention (OCSPP) Office of Mission Critical Operations, Risk Assessment Support Division’s Laboratory is needing a Protective EMA for the QTRAP 6500+ Mass Spectrometer, which is needed to ensure proper equipment performance and reliability. This instrument is vital to generate data for many aspects of OCSPP’s mission to gain knowledge about chemicals and their associated effects on human health and the environment.
The AB SCIEX LLC Protective EMA for the QTRAP 6500+ Mass Spectrometer shall include:

This Notice of Intent is not a request for proposals. This notice of intent is for information purposes only; therefore, no solicitation will result from this announcement. The intended contract will be awarded as a one year contract with 4 - 12 month option periods.
All capability statements received within 15 days after publication of this notice will be considered by the Government. Responses must be supported with clear and convincing evidence to clearly be able to provide the services outlined and itemized pricing that is sufficient to make a determination that competition is feasible. A request for documentation will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
